聯合國氣候變化政府間專家委員會最新公布的氣候變遷報告第 5 次評估報告 (AR5) 中明確指出，有效減緩與調適氣候變遷成為國際最迫在眉睫之棘手問題。近年來，我國主動向國際社會宣示我國自願減碳目標與期程，行政院環境保護署針對產業界規劃推展多項溫室氣體管理政策與措施。
為協助環保署推展企業減量與氣候風險管理作為，本計畫推動成立「清潔發展與碳權經營策略聯盟（清碳聯盟）」，促進政府民間雙向溝通與交流互動，蒐集國內外企業因應氣候變遷減碳技術、資訊與經驗，增加國內企業減碳合作機會，緊密團結公私夥伴關係。此外，為提升氣候變遷夥伴聯盟資訊傳播效率與普及度，建立清碳聯盟網站平台，發布整合之資訊、影音、電子報等，以廣泛傳播國際產業減量及氣候變遷議題，增進公眾意識以與國際趨勢接軌。

而環保署自97年起即努力推動民眾在日常生活中落實節能減碳行動，以打造全國成為低碳家園為目標。經歷多年來的推動，國人對低碳生活已有一定程度的識知，但因中央及地方各自規劃推動，資料並未整合，致未發揮上下合作之效。因此，本計畫重點將以建立一套完整的低碳生活政策措施及推動行動方針，以國內外低碳生活推動情形，進行分析策略評估，檢討我國現有低碳社會上政策面及實際執行情況進行評估探討，提出我國未來階段性低碳生活推動策略及措施，經由各界之意見整合，提出低碳生活策略藍圖，並評估低碳生活認證之可行性，由中央引導縣市政府推動依循，整合中央及地方資源，統合全國一致推動作法，互相支援，發揮最大減碳效益，建構營造低碳友善生活環境，使台灣邁向成為美麗的低碳永續家園。

面對全球暖化、氣候變遷的威脅，目前國際上因應氣候變遷的方式分別為減緩（Mitigation）與調適（Adaptation）行動，世界各國除了持續積極致力於人為溫室氣體排放的減量之外，也開始透過調整既有的生活及社會運作方式，適應因「全球暖化」下所造成各項極端環境狀態。計畫重點以建立全民節能減碳、減碳調適行動概念，並推廣民眾與企業於日常生活和企業文化中開始落實行動，為首要目標。並積極鼓勵參與國際環保節日，喚起社會大眾對於節能減碳意識，並藉此宣傳節能減碳及氣候調適之間的重要性，加強臺灣於國際上視野。同時持續辦理環保署節能減碳行動標章申請活動，透過標章之認證，鼓勵且肯定國內企業、民間團體及社區對於落實節能減碳行動的努力，進而帶動社會上節能減碳、氣候調適風氣。配合目前的社會潮流與推廣當季當地飲食概念，開發低碳智慧生活網網頁及辦理低碳美食推廣活動，把減碳調適、蔬果少肉的概念能夠深入社會各階層當中並慰為潮流。計畫內亦進行持續推動能源之星標章計畫，加強民眾對於能源標章的認知。
計畫內完成辦理地球日、世界環境日等環保大型活動，共計近10,000多人次參與；完成辦理101年度節能減碳行動標章申請、審查及頒獎活動，共計238家企業、社區、民間團體等單位自願性申請提出認證，經評審後共137家獲得此標章之核可，顯示出社會上對節能減碳議題之重視及對環保署節能減碳行動標章之認同；完成辦理「低碳蔬食餐盒」創意料理競賽活動及「低碳智慧生活網」，成功傳達給民眾低碳蔬食與低碳生活的理念；完成63項能源之星標章產品追蹤考核作業，並持續環保署推動能源之星標章計畫。

氣候變遷之複雜性及不確定性是當前各國決策者因應氣候變遷時最大的挑戰，尤其泛太平洋地區的低窪國家與小島發展中國家，其因應氣候脆弱度與災害曝露度皆高，亟需儘速採取妥當的調適策略。臺灣位居泛太平洋地區樞紐，應從自身經驗出發，促進技術與治理經驗交流，故本計畫旨在推動建立泛太平洋地區國際氣候調適夥伴關係。
本計畫共完成三大項目工作：（一）蒐集國際上既有氣候變遷調適倡議或組織之內涵與運作模式，如聯合國公私部門夥伴關係與太平洋地區氣候變遷組織，瞭解國際作法，並分析適用於我國國情的國際夥伴關係運作模式，據此作為國際會議討論內容之基礎；（二）辦理首屆泛太平洋氣候變遷調適國際研討會，邀請美國、東南亞與太平洋島嶼國家專家齊聚一堂，分享最新氣候調適知識、工具、策略及各國調適現況，並取得與會者對建立氣候變遷調適夥伴關係之共識與支持，亦提出此國際夥伴關係組織籌備與規畫進程；（三）提出我國氣候資訊開放平臺 (climate.gov.tw) 規畫建議，並建立與其他國家氣候開放資料聯盟合作管道，期望提升我國氣候資訊傳遞效率與透明度，協助政府與民間及早評估潛在衝擊、即時因應並將風險與損失降至最低，強化氣候變遷調適量能與效益。

Planning promoting low carbon life policies and supporting measures of project work plans

The living environment has inevitably transferred to sustainable development in the global trend. This project is primarily focusing on the establishment of low carbon living policies and its promotion strategies, as well as the overview of the status quo of low carbon livings which contain the international and domestic demonstrations. It then analyzed those overseas examples and discussed those existing domestic low carbon living in terms of the policies and real practices. Following it, the project will contribute to addressing the stage-based blueprint of low carbon living policies and promotion strategies for domestic use after combining the viewpoints from various realms of professionals and evaluating the feasibility of low carbon living certified program. The success of establishing the low carbon living policies and its promotion strategies depend largely on the central government that is in charge of guiding the local governments, integrating the resources and unifying the promotion strategies to provide mutual support and maximize the carbon reduction efficiency. Ultimately, we hope to construct our home to be a low carbon living environment and promote Taiwan toward a lovely sustainable country.
This project contains the collection and analysis of some of the overseas low carbon living demonstrations （i.e. United Kingdom, Mainland China, Germany, Japan and United States）. It also carried out the formation of 4 groups of ‘low carbon living techniques and information’ and 2 workshops of ‘low carbon strategies, coordination and promotion’. Meanwhile, the project involved various facets of low carbon living-related information （i.e. techniques, economy, finance, legal, societal tools, relevant product, technical specifications, suppliers, cost efficiency and successful case studies）, and the creative methods of international and domestic low carbon living. The relevant low carbon living information is shown on the ‘Low Carbon Sustainable Information System’ that provide useful information for promoting low carbon living style throughout Taiwan.

The Plan of Protection of Public Action in Adaptation to the Climate Change with Energy Saving and C

The mitigation and adaptation are two primary actions in response to the threat of climate change. Apart from the effort to reduce the anthropogenic greenhouse gas emissions, countries in the world continue proactively to adjust the current living and societal functions so as to adapt to the extreme environmental events caused by global warming. The focus of this project is to build up the consensus of energy conservation and carbon reduction among the public and promote these concepts to be put into practice. This project not only proactively took part in the international environmental festivals but also continue to arouse the sense of environmentalism and the importance of extreme weather adaptation. By doing so, Taiwan is able to follow up the world trend in climate issues as well as broaden the horizon domestically. This project at the same time is proceeding with the carbon reduction mark application activity which utilized to encourage domestic enterprises, community and society to implement carbon reduction action, furthermore to stimulate the atmosphere of protection of our environment. In order to promote the low carbon living style, the execution of carbon reduction-related mobile application, low carbon diet and energy-star product agenda that hopefully in the end the concept of low carbon living can be implanted into public’s mindset and express to the daily life.
This project has completed the implementation of following events：Earth Day and International Environment Day which is estimated 10,000 participants involved；The annual processing of carbon reduction action mark application held for 3 sessions, accounted for 238 units applied, businesses, communities and other voluntary units included. The result came out that 137 units have been approved the certification, showing that the increasing consciousness of carbon reduction campaign as well as the mark issued by Environmental Protection Administration（EPA）；The ‘low carbon cuisine contest’ has successfully conveyed the idea of low carbon diet to the public；Completion of tracking and assessing 63 Energy Star label product, and will continue to promote the plan of Energy Star.

Project of Promoting Patnership on Cliamte Change and Information Dissemination

According to the 5th Assessment Report recently released by the Intergovernmental Panel on Climate Change (IPCC), stimulating effective mitigation and adaptation approaches to tackle climate change has become the most urgent issue for all over the world. For the past few years, the Environmental Protection Administration (EPA) of Taiwan has been promoting numerous actions and implementations with regard to greenhouse gas management in order to cut down national carbon dioxide emissions and to achieve sustainable development. In the meanwhile the actions also echo to the international tendency even though Taiwan has not been committed to reducing its emissions in the international climate negotiation.
The project established the ‘Clean Carbon Alliance’ in order to assist and support the EPA to facilitate industrial carbon reduction and climate risk management. The alliance aims at promoting bilateral interactive communication between the
government and industries as well as civil society, collecting and analyzing strategies that domestic and foreign enterprises have done to respond to climate change, and enhancing the public-private partnership which is regarded as a good alternative to realize the variety of climate change mitigation and adaptation projects by bringing both private and sector resources together. Furthermore, to strengthen the dissemination of climate change information and the popularity of the coalition, the project sets up a website and a social networking site, platform for publishing integrative information, videos, newsletters, etc. Meanwhile, it could also widespread international industrial reduction and climate change issues and that would be helpful to increase public awareness and to be geared to the international tendency.

Promoting Strategies for Building International Partnership on Climate Change and Information
|

Climate change has brought one of the greatest challenges to worldwide decision makers due to its complexity and uncertainty. Many low lying countries and small island developing states in the Pan Pacific region are particularly vulnerable to climate change. As an island country located at the hub of the Pan Pacific, Taiwan could play a crucial role in facilitating technique and experience sharing of climate change adaptation strategies within the region. In view of this, the project was implemented to build up a Pan Pacific partnership on climate change adaptation, and three main works have been done to fulfill the objective of the project.
First of all, the project searched for several established international initiatives and partnerships focusing on climate change adaptation in order to form a proper strategy for Taiwan to initiate an adaptation partnership. Organizations that had been analyzed included public-private partnerships (PPPs) under United Nations and Pacific climate-related organizations. Secondly, the project succeeded in holding the ‘2014 Pan Pacific Partnership on Climate Change Adaptation Conference’, which gathered experts and national representatives from the US, Southeast Asia and South Pacific islands to mutually share the most updated knowledge, tools and solutions for tackling climate change. All participants came to a consensus agreeing that an international partnership on adaptation is especially essential for the region as we are exposed to similar threats posed by climate change such as extreme weather events, sea level rise, and so on. Lastly, adaptation solutions could be more effective and efficient by improving transparency of and accessibility to climate-related information and data. Based on the idea, the project proposed a plan for setting up an open climate data portal in Taiwan (climate.gov.tw). With sufficient information for risk assessment, government, industries as well as the public could reduce their lost from climate change as they could adopt immediate responses to potential disasters in advance.

The project aims to promote climate partnership in Asia-Pacific region, and to create different ways for involving international activities. The project works are expected to build a connection with international partnerships for cooperation. The project has been completed the works, including cases study of international projects on adaptation, planning a proposal of International Non-Govenrment Organization, organizing a international conference of adaptation partnership on climate change, and participating in COP21 in Paris, France.

This project is primarily focusing on the establishment of low carbon living policies and its promotion strategies, as well as the overview of the status quo of low carbon livings which contain the international and domestic demonstrations. It then analyzed those overseas examples and discussed those existing domestic low carbon living in terms of the policies and real practices. Following it, the project will contribute to addressing the stage-based blueprint of low carbon living policies and promotion strategies for domestic use after combining the viewpoints from various realms of professionals and evaluating the feasibility of low carbon living certified program. The success of establishing the low carbon living policies and its promotion strategies depend largely on the central government that is in charge of guiding the local governments, integrating the resources and unifying the promotion strategies to provide mutual support and maximize the carbon reduction efficiency. Ultimately, we hope to construct our home to be a low carbon living environment and promote Taiwan toward a lovely sustainable country.
This project contains the collection and analysis of some of the overseas low carbon living demonstrations （i.e. United Kingdom, Mainland China, Germany, Japan and United States）. It also carried out the formation of 4 groups of ‘low carbon living techniques and information’ and 2 workshops of ‘low carbon strategies, coordination and promotion’. Meanwhile, the project involved various facets of low carbon living-related information （i.e. techniques, economy, finance, legal, societal tools, relevant product, technical specifications, suppliers, cost efficiency and successful case studies）, and the creative methods of international and domestic low carbon living. The relevant low carbon living information is shown on the ‘Low Carbon Sustainable Information System’ that provide useful information for promoting low carbon living style throughout Taiwan.

| The Plan of Protection of Public Action in Adaptation to the Climate Change with Energy Saving and C

| The mitigation and adaptation are two primary actions in response to the threat of climate change. Apart from the effort to reduce the anthropogenic greenhouse gas emissions, countries in the world continue proactively to adjust the current living and societal functions so as to adapt to the extreme environmental events caused by global warming. The focus of this project is to build up the consensus of energy conservation and carbon reduction among the public and promote these concepts to be put into practice. This project not only proactively took part in the international environmental festivals but also continue to arouse the sense of environmentalism and the importance of extreme weather adaptation. By doing so, Taiwan is able to follow up the world trend in climate issues as well as broaden the horizon domestically. This project at the same time is proceeding with the carbon reduction mark application activity which utilized to encourage domestic enterprises, community and society to implement carbon reduction action, furthermore to stimulate the atmosphere of protection of our environment. In order to promote the low carbon living style, the execution of carbon reduction-related mobile application, low carbon diet and energy-star product agenda that hopefully in the end the concept of low carbon living can be implanted into public’s mindset and express to the daily life.
This project has completed the implementation of following events：Earth Day and International Environment Day which is estimated 10,000 participants involved；The annual processing of carbon reduction action mark application held for 3 sessions, accounted for 238 units applied, businesses, communities and other voluntary units included. The result came out that 137 units have been approved the certification, showing that the increasing consciousness of carbon reduction campaign as well as the mark issued by Environmental Protection Administration（EPA）；The ‘low carbon cuisine contest’ has successfully conveyed the idea of low carbon diet to the public；Completion of tracking and assessing 63 Energy Star label product, and will continue to promote the plan of Energy Star.

| Project of Promoting Patnership on Cliamte Change and Information Dissemination
|
| According to the 5th Assessment Report recently released by the Intergovernmental Panel on Climate Change (IPCC), stimulating effective mitigation and adaptation approaches to tackle climate change has become the most urgent issue for all over the world. For the past few years, the Environmental Protection Administration (EPA) of Taiwan has been promoting numerous actions and implementations with regard to greenhouse gas management in order to cut down national carbon dioxide emissions and to achieve sustainable development. In the meanwhile the actions also echo to the international tendency even though Taiwan has not been committed to reducing its emissions in the international climate negotiation.
The project established the ‘Clean Carbon Alliance’ in order to assist and support the EPA to facilitate industrial carbon reduction and climate risk management. The alliance aims at promoting bilateral interactive communication between the
government and industries as well as civil society, collecting and analyzing strategies that domestic and foreign enterprises have done to respond to climate change, and enhancing the public-private partnership which is regarded as a good alternative to realize the variety of climate change mitigation and adaptation projects by bringing both private and sector resources together. Furthermore, to strengthen the dissemination of climate change information and the popularity of the coalition, the project sets up a website and a social networking site, platform for publishing integrative information, videos, newsletters, etc. Meanwhile, it could also widespread international industrial reduction and climate change issues and that would be helpful to increase public awareness and to be geared to the international tendency.

| Promoting Strategies for Building International Partnership on Climate Change and Information
|
| Climate change has brought one of the greatest challenges to worldwide decision makers due to its complexity and uncertainty. Many low lying countries and small island developing states in the Pan Pacific region are particularly vulnerable to climate change. As an island country located at the hub of the Pan Pacific, Taiwan could play a crucial role in facilitating technique and experience sharing of climate change adaptation strategies within the region. In view of this, the project was implemented to build up a Pan Pacific partnership on climate change adaptation, and three main works have been done to fulfill the objective of the project.
First of all, the project searched for several established international initiatives and partnerships focusing on climate change adaptation in order to form a proper strategy for Taiwan to initiate an adaptation partnership. Organizations that had been analyzed included public-private partnerships (PPPs) under United Nations and Pacific climate-related organizations. Secondly, the project succeeded in holding the ‘2014 Pan Pacific Partnership on Climate Change Adaptation Conference’, which gathered experts and national representatives from the US, Southeast Asia and South Pacific islands to mutually share the most updated knowledge, tools and solutions for tackling climate change. All participants came to a consensus agreeing that an international partnership on adaptation is especially essential for the region as we are exposed to similar threats posed by climate change such as extreme weather events, sea level rise, and so on. Lastly, adaptation solutions could be more effective and efficient by improving transparency of and accessibility to climate-related information and data. Based on the idea, the project proposed a plan for setting up an open climate data portal in Taiwan (climate.gov.tw). With sufficient information for risk assessment, government, industries as well as the public could reduce their lost from climate change as they could adopt immediate responses to potential disasters in advance.

| For responding impacts on Climate Change, the Environmental Protection Administration of Exective Yuan of R.O.C. has initiated international partnership on Climate Change to promote Pan Pacific Adaptation on Climate Change (PPACC) in order to jointly build international partnership on climate change to respond impacts on climate change. The project aims to promote climate partnership in Asia-Pacific region, and to create different ways for involving international activities. The project works are expected to build a connection with international partnerships for cooperation. The project has been completed the works, including cases study of international projects on adaptation, planning a proposal of International Non-Govenrment Organization, organizing a international conference of adaptation partnership on climate change, and participating in COP21 in Paris, France.

聯合國氣候變化政府間專家委員會最新公布的氣候變遷報告第 5 次評估報告 (AR5) 中明確指出，有效減緩與調適氣候變遷成為國際最迫在眉睫之棘手問題。近年來，我國主動向國際社會宣示我國自願減碳目標與期程，行政院環境保護署針對產業界規劃推展多項溫室氣體管理政策與措施。
為協助環保署推展企業減量與氣候風險管理作為，本計畫推動成立「清潔發展與碳權經營策略聯盟（清碳聯盟）」，促進政府民間雙向溝通與交流互動，蒐集國內外企業因應氣候變遷減碳技術、資訊與經驗，增加國內企業減碳合作機會，緊密團結公私夥伴關係。此外，為提升氣候變遷夥伴聯盟資訊傳播效率與普及度，建立清碳聯盟網站平台，發布整合之資訊、影音、電子報等，以廣泛傳播國際產業減量及氣候變遷議題，增進公眾意識以與國際趨勢接軌。

而環保署自97年起即努力推動民眾在日常生活中落實節能減碳行動，以打造全國成為低碳家園為目標。經歷多年來的推動，國人對低碳生活已有一定程度的識知，但因中央及地方各自規劃推動，資料並未整合，致未發揮上下合作之效。因此，本計畫重點將以建立一套完整的低碳生活政策措施及推動行動方針，以國內外低碳生活推動情形，進行分析策略評估，檢討我國現有低碳社會上政策面及實際執行情況進行評估探討，提出我國未來階段性低碳生活推動策略及措施，經由各界之意見整合，提出低碳生活策略藍圖，並評估低碳生活認證之可行性，由中央引導縣市政府推動依循，整合中央及地方資源，統合全國一致推動作法，互相支援，發揮最大減碳效益，建構營造低碳友善生活環境，使台灣邁向成為美麗的低碳永續家園。

| 為因應氣候變遷衝擊，我國行政院環境保護署於2014年提倡氣候變遷調適國際夥伴，推動與泛太平地區夥伴聯盟，共築氣候變遷國際夥伴，因應氣候變遷衝擊，並藉由2014、2015年泛太平氣候變遷調適夥伴推動成果，進行蒐集國際間執行中之調適案例，研析我國受氣候變遷之衝擊影響，提出調適策略規劃建議；研擬建立氣候變遷調適國際非政府組織（NGO）需求條件，提出具可執行之建議；籌辦泛太平洋氣候變遷調適伙伴平臺國際研討會，建立實質合作機制；參與國際氣候變遷調適會議及相關組織活動，宣傳我國自發性作為，建立國際間聯繫合作管道，促進亞太氣候夥伴關係，擴展我國國際參與多元化管道。

| 推動因應氣候變遷夥伴聯盟運作與資訊傳播
|
| 聯合國氣候變化政府間專家委員會最新公布的氣候變遷報告第 5 次評估報告 (AR5) 中明確指出，有效減緩與調適氣候變遷成為國際最迫在眉睫之棘手問題。近年來，我國主動向國際社會宣示我國自願減碳目標與期程，行政院環境保護署針對產業界規劃推展多項溫室氣體管理政策與措施。
為協助環保署推展企業減量與氣候風險管理作為，本計畫推動成立「清潔發展與碳權經營策略聯盟（清碳聯盟）」，促進政府民間雙向溝通與交流互動，蒐集國內外企業因應氣候變遷減碳技術、資訊與經驗，增加國內企業減碳合作機會，緊密團結公私夥伴關係。此外，為提升氣候變遷夥伴聯盟資訊傳播效率與普及度，建立清碳聯盟網站平台，發布整合之資訊、影音、電子報等，以廣泛傳播國際產業減量及氣候變遷議題，增進公眾意識以與國際趨勢接軌。

| 規劃低碳生活推動策略及配套措施
|
| 而環保署自97年起即努力推動民眾在日常生活中落實節能減碳行動，以打造全國成為低碳家園為目標。經歷多年來的推動，國人對低碳生活已有一定程度的識知，但因中央及地方各自規劃推動，資料並未整合，致未發揮上下合作之效。因此，本計畫重點將以建立一套完整的低碳生活政策措施及推動行動方針，以國內外低碳生活推動情形，進行分析策略評估，檢討我國現有低碳社會上政策面及實際執行情況進行評估探討，提出我國未來階段性低碳生活推動策略及措施，經由各界之意見整合，提出低碳生活策略藍圖，並評估低碳生活認證之可行性，由中央引導縣市政府推動依循，整合中央及地方資源，統合全國一致推動作法，互相支援，發揮最大減碳效益，建構營造低碳友善生活環境，使台灣邁向成為美麗的低碳永續家園。
